You may submit your visa application 120 days before your school term begins. You may not submit it any earlier. You must be accepted by a college or university before you submit your application. Then, you may enter the U.S. 30 days before your school term begins. So, the processing of your visa will not be more than 90 days. See website below for all info on student visas.
